The Domestic Abuse Intervention Project began in Duluth, Minnesota, in 1981 and produced the Power and Control Wheel, a diagram now used worldwide. Courts across the United States adopted its curriculum as the standard condition of probation in domestic violence cases. Researchers continue to dispute whether it reduces reoffending.
