Wilder Penfield developed the technique at the Montreal Neurological Institute from the 1930s, using local anesthetic so patients could report what each stimulation made them feel or recall. The maps drawn from those reports produced the sensory and motor homunculus still printed in textbooks.

Delegates signed the agreement in Montreal in September 1987, and the host city's name attached to it as it has to other environmental accords. It was the first United Nations treaty ratified by every member state, and the ozone layer is now measurably recovering.
